US President Donald Trump is preparing a giant project in central Miami that can forever change the city's view and the way presidential libraries are built in the United States.
According to an investigation released on October 8th by The Boston Globe, Trump's presidential library project envisions a skyscraper that may have 47 floors, while most of the building can be used for hotel or office.
The construction cost is estimated to be at least $950m, although the project still does not have a confirmed final budget.
A giant plane inside the building
One of the most unusual elements of the project is the plan to deploy a Boeing 747-8 aircraft inside the building hall.
The aircraft, worth an estimated $400m, has been donated by Qatar and Trump, has expressed its desire to become part of the library after the presidential mandate ends.
However, according to The Wall Street Journal reports, the implementation of this plan faces obstacles and is not final.
The concepts published earlier by the Trump family present a high building with gold elements, exposure facilities and the president's name on the top.
The $167 million land and the controversy - causing agreement
One of the most controversial issues is how the earth is provided for construction.
According to The Boston Globe, the property of about 2,63 acres near the historic Freedom Tower has an estimated $66 million.
Earth was transferred to the presidential library foundation for a $10 nominal amount, following the decisions of Florida authorities.
Opposers of the deal claim that the real value of property in the free market could be much higher.
The transaction has become the object of a federal indictment, where opponents argue the agreement could create inappropriate financial benefits.
Legal representatives of Trump and the foundation have rejected these claims.
Can Trump earn money from the library?
American presidential libraries traditionally serve as museums, historical centres and institutions for the preservation of presidential documents.
But the Trump project could include a much larger commercial component than that of its predecessors.
The Boston Globe reports that the foundation that will be owned by Eric Trump, Michael Boulos and former president's attorney, James Kyle.
Organisations monitoring government ethics have raised concerns that a hotel building and business space can create opportunities for private gain.
Democrat Senator Elizabeth Warren has demanded more transparency on funding sources and the way donations will be used.
On the other hand, project lawyers have argued in court that foundation rules prohibit the use of profits or assets for Trump's personal benefit.
Millions of dollars from large companies
According to the investigation, part of the foundation's financing is linked to legal agreements and contributions from large companies.
ABC News has agreed to contribute $15 million, Meta 22 million and Paramount $16 million.
The report also cites a $50m contribution from the Japanese company SoftBank.
These payments have prompted questions by democratic lawmakers on transparency and the possible impact of donors.
There is no judicial agreement that these contributions constitute corruption.
White House Protects Project
The Trump administration has dismissed the criticism.
White House spokesman Davis Inge told The Boston Globe that the presidential library aims to be a magnificent building reflecting Trump's influence on American history.
Project supporters view it as an important tourist attraction and an investment that can attract visitors to Miami.
Before implementation, however, legal, financial and technical issues remain open.
If built according to the current vision, Donald Trump's library could become one of the most unusual presidential projects in American history, uniting the museum, hotels and commercial development in a single building.
